Ropetown,

I am certain that Ropetown has an enchanter who is able to do 1% dodge to cloak. Can you guys please give me the name of that enchanter and his availability outside your raids. I have the materials lined up. Thank You

Flipoit, Halakarie, and Naroctrean can do it.

Flip is probably the easiest to catch online, but he will probably send a car full of fat girls to run over your fence as a service charge...
